Minutes from Meeting – August 10, 2009   7:25PM

2009 Goals = Completed

  1. Fill all the board & committee positions
  2. Complete website information infrastructure and content – monthly updates
  3. Increase activity of site champions (through promotions chair)
  4. Increase air show promotions to 3/year.
  5. Increase use of the private pilot glider support program.
  6. Consolidate FAA relationships. Build on good relationships to date.
  7. Two Westwinds per year March & September
  8. Clarify Pasco’s position & capacity to promote winch launching
  9. Increase PASCO visibility to clubs and FBO’s – membership drive
  10. PASCO Spirit wear
  11. Banquet, seminars, safety issues info and dissemination
  12. Financial audit and budget

Completed Action Items:

  • Mike: determine who does Truckee audits, we may be able to use him for our external audit.
    The answer is no, he’s not a CPA.
  • Bruce: Can Nov safety seminars qualify as a Wings event? If yes could draw transition pilots.

Bruce: Yes. Spoke with Monique. Once we have an agenda, we send it to Monique and she can approve it (she has an official capacity with the FAA). Need to come up with agenda in August/Sept.

  • Bruce: send out board meeting reminder email one week prior. Complete, and will continue to do so.

Rollover Action Items:

  • Peter: Solicit for MC for 2009 banquet
    Status: Open
  • Karol/Hans: Organize official financial audit with external CPA Status: Open — Karol will check with her CPA. Joel will check as well.
  • Hans: Find out how to get Peter as a signatory, and get him bank material & info. Status: Electronic paperwork has been submitted, in progress. — No update.
  • Rob / Karol: Create promotion strategy for PASCO with ASI (to get ASI members to join and be involved in PASCO) (Karol, Stu, Robert Stoney)
    Status: Got list from Ty of Air Sailing members who are NOT PASCO members, so we can do a mailing at some point.
  • Ty/Peter: Create membership promotion plan for Westwind and PASCO website (“Get a member, get a free membershp.”) Status: Open
  • Peter / Joel: Two spirit ware items available by July 2009 Status: In progress. Peter found a three-glider graphic & Joel added stylized text, will forward to rest of board.
  • Mike: Conduct general membership survey (What do members want: from the seminars, outside of the seminars, annual meeting, safety content, annual presentation of awards, other topics?) Mike expects to have a “straw man” proposal soon. Status: Open
  • Joel: Research Sport Pilot-related events for possible PASCO display. Status: Ongoing. Researching two events, one in Palo Alto Sept 12, and one in Hayward, Oct 15-17. See details below.
  • Rolf: Put together straw man plan on how best to approach NORCAL regarding glider ops out of Byron & Hollister. Status: Open.
  • Peter: Call Rex about Williams member being on PASCO board. Status: Open
  • Peter: Send out a message to all PASCO members asking for volunteers, both to serve in board positions and to edit WestWind. Status: Open
  • Karol/Jay: Contact SSA about getting the PASCO Reno Procedures (or a subset thereof) published in Soaring with a link to the full thing on the PASCO web site. Also forward to Region 12 (Cindy Brickner) so they can publish it in their newsletter. Status: Open

New Action Items

  1. Bruce: Need liquor insurance to have event at Hiller Museum. Resolve ASAP.
  2. Bruce: PASCO board needs general liability insurance.
  3. Peter & Larry: Create news update for website.
  4. Larry: create archive page for old news updates.
  5. Larry: Put latest Reno Procedures up on web site.
  6. Larry: Add Fred’s notice about switching to xponder code 1200 from 0440 when heading south past Mono Lake to website.

  8. Jay: Check with SSA about upcoming contests (perhaps their website is out of date?) and report back.
  9. Peter: Call Rick Walters for other contest news.

  11.  Ramy: Begin process to solicit nominations for PASCO awards.

2. Treasure’s report:

No report.

3. Banquet & Seminars Preparation Site, speaker, topics Discussion:
  • Bruce: Venue will be Hiller Aviation Museum, November 7th, pending liquor insurance resolution. Speaker will be Alan Brown.
  • Liquor insurance--need to get insurance if we have event at Hiller Aviation Museum. Depending upon cost we may need to have event at a hotel. If it's $100 OK, if it's $500 then at a hotel. Will find out this week. Shannon Madson’s wife had said that she can get it for $100—they get back any day from Ireland, so will follow up with her. Deposit is due to Hiller now, so need to resolve this ASAP.

4. Membership Issues and Promotion

  • Spiritwear: work on T-shirt and hat in progress. Joel will circulate current design ideas.
  • Airshows: Joel has contacted the Palo Airport Pilot’s Assn about possibly displaying at Palo Alto Airport Day on September 12th. Also in contact with the Flying Magazine’s Parade of Planes show at Hayward airport scheduled for October 15th – 17th. The cost for displaying at that one currently looks to be $1500. Trying to find out if they have a non-profit price break. Bruce volunteered displaying his ASW-20 glider.

5. Communications

  • a. Website 
    Peter: Need to do another membership news update.
    Peter & Larry to update. Larry will create archive page for old updates. Also need to put latest Reno Procedures up on web site.
  • b. WestWind
    Peter still needs to put out Editor Request as part of his appeal to members.

6. Safety Issues

  • Fred: Got a note from the woman who runs Joshua Control. We can’t use 0440 when heading into her territory. So, when going south from Reno when you get to Mono Lake switch to 1200. This will be superseded in Jan/February when we get national glider code. (When heading East: Change to 1200 past Lucky Boy Pass & Mount Grant)

7. Contest Updates
Regionals and Nationals
Richard Pearl: SCI would like to host Regional’s next year. We think it’s probably best to start with a Sports Class contest. The airport management has no problems with a contest there. We’d like to put our hat in the ring.
Peter: Start by contacting the SSA.
Richard: Yes, we have the forms we need.
Peter: Call Rick Walters, Competition Secretary and tell him what you want to do, and copy Indebro and Rex at Williams, and Air Sailing.
Mark: Since we already have a sports class at Airsailing, why not try a “Club Class” or Two-seater.
Peter: Or maybe 15 or 18 meter.

2010 Contests
Peter: The SSA website only lists these events for 2010: 18m Nationals in Ohio, Sports in Parawan, only Regional scheduled for Region 10 in Arizona.
Peter: Open, Standard & 18 meter Nationals were all on the west coast this year, so perhaps they’ll try to have them more central next year.

8. Winch activities progress

  • Marc Ramsay: Working on drawings as we speak. Not ready for public consumption yet. Designing a trailer-based winch that goes on a 16-foot car hauler. Working on the guillotine right now. Budgeting $10K to start. If it goes beyond $15K he’d be surprised.

9. PASCO Director positions

  • Peter: Will send out an email blast to see if we can get some volunteers (see Rollover Action Items)

10. SSA updates
Marc: People are asking: Do we really need two SSA governors in California. Answer: Yes.
Jay: Yes, if California is going to be separated into two regions especially.

Jay: We need nominations for awards. Send nominations to him to recognize all those hard working people in the region.
Jay: SSA Board meeting in September. If anyone wants to write up what’s happening in the region. Got a good write up of Libelle gathering from last month.
Richard Pearl: Upcoming event: First Annual Minden Gathering of Motor Gliders, August 21-23. Started with Grob 109, Typhoon, Katana types. Plus now others. Will have 10-15 motorgliders, plus some spectators. Doug Armstrong will give a talk on weather. Fred Lasor will give a talk. Dinner at Basque restaurant on Friday, BBQ at SoaringNV on Saturday. People from Oregon Washington & California. Richard to send info to Jay at soaringjay@cox.net
11. New Business
Bruce: Board Insurance (see action item).
Richard Pearl: We’re looking into this as well. We’ve got a preliminary quote of $700-$1000/year.
Ramy: Awards. Need to get nominations. Peter: Coordinate with Larry for communications to get email sent out, and with Bruce for scheduling.
